1997 Ford F 150 Water Oil Pulled Intake Manafold Off 1 Cylinder Showes Rust

I have water in my oil. I pulled the intake manafold off and my # 1 cylinder showes water rust in the intake port or hole. And the other holes are black. How can water get up there. Iam thinking its not the head gaskets

you never defined a motor. assuming it is a 4.6, the intake is common failure for water in the oil. mix.
