1997 Ford F-150 Low brake pedal

my 97 F150 has new front pads, rotors, calipers, brake hoses, rear wheel cylinders, brake shoes and drums seemed to be in spec, master cylinder and power booster. I still have a low pedal. I bench bled the master cylinder, I've bled and bled the brakes. I still have low pedal, but the truck will stop. Any ideas?

Check that you do not have excessive pedal free play and try gravity bleeding the brakes, attach a clear plastic hose to the bleeder and crack it open, allow fluid to flow for a min or so then hold the plastic tube up and watch and wait till all bubbles stop, if they do not stop I would suspect a faulty master cyl, the bubble should stop after 30 sec or so, try this first.
