Only the fuel gauge would be affected.

Can you buy just the fuel gauge or do you have to buy the whole cluster

If the fuel gauge is not working only after replacement of the fuel pump, the fuel sending unit at the fuel pump would be the cause. Something was not done correctly and you need to recheck the works done.
