1997 Ford Expedition P0402 code issue

I clean the EGR valve for my Ford Expedition 3 times and I still get the code P0402 intermittently. What can I do to solve the problem? Thank you.

CLEANING THE CARBON OUT OF THE PASSAGE WAYS (THAT LEAD TO THE EGR)

REPLACING THE EGR (DEFECTIVE)

LACK OF VACUUM TO THE EGR (EVERYBODY STILL HOOKED UP/ NO LEAKS IN THE LINES?)

MANY TIMES IT'S A BAD DPFE SENSOR THAT CAUSES THE CODE TO APPEAR (REPLACE)
