Does the steering turn at all? As far as the coolant, there is an overflow. Fill it to the cold mark and with the engine cold, open the radiator cap and make sure the coolant is full in there.
Now for the serp belt. Here are the directions I was able to find.
Insert a 3 / 8 in. Drive ratchet or a breaker bar in the hole on the automatic tensioner, then pull the tool toward the front of the vehicle.
While releasing the belt tension, remove the drive belt from the tensioner pulley and slip it off the remaining accessory pulleys.
Reverse the process to replace.
