Recently I went to start my car (97 Ford Escort) and the battery was dead, While charging the battery. The radiator fan started and so did the fuel pump. I have to remove the 30 amp(fuel inj) and the 40 amp (cooling fan) fuses in the fuse panel under the hood to keep the battery from draining.

Suspect PCM it supplies ground for both. Find CCRM in front of engine fuse box pull fan and pump relay. Then replace each one at a time do they click and fan/pump run? do you have a DVOM meter? wiring diagrams?
