non functioning blower motors

The front and rear heater fan blower motors do not function. Fuses look good and exchanged a relay but still nothing. 1997 Ford E150 conversion van

Only thing to do is to test motor, remove connector and apply 12V to motor, if it does not run, then motor, if it does, then fuse, relay, wiring, resistor.
