My van stagger and vibrate a lot between 35 45 mph it goes pass 45 mph it runs much better until it drops
down to between 35 and 45 mph again

Scan for codes and check fuel pressure with a gauge auto parts rent it check for a vacuum leak

If you are talking about a vibration and shimming then I am wondering if it's the engine or tires. Most out of balance will shimmy at lower speeds and stop when one hits about 50 unless they are that bad. If it is the performance and the truck runs all right until you get started I would check the fuel filter and it being a 97 would not hurt by using some sea-foam. It cleans out the junk from the ethanol that they put in the gas nowadays. It helps cleans out the system. Had a 94 Firebird and did the same thing. Found that the pickup screen in the fuel tank was just about clogged.
