1997 Ford Crown Victoria Intermittant starter problem

Occasionally, the starter will not activate when the ignition key is turned. There is an apparent voltage draw, as seen in dimming dash lights, but no draw on starter circuit. When left alone for 30-45 minutes after this happens, occasionally the car will start as normal. Lately, if the car starts and then I turn it off, I cannot re-start it again.
I am reasonably sure that the problem may be a ground or faulty electrical connect, but I am not able to locate it, I have checked all fuses and relays that I could find, and even cleaned the battery terminals. HELP!

The engine is either a 4.6 or 5 L engine

JUST SPUR OF THE MOMENT POSSIBILITIES-STARTER MAY BE LACKING-STARTER SOLENOID
