If the bulbs are good, I would suspect the high beam switch (multi-function) switch is bad. Have you checked to see if there is power to the light sockets when the low beams are on? Also, have you checked all main fuses under the hood?

bulbs good, fuses good. Is there some kind of relay somewhere.

Not to the best of my knowledge. If there was one, it would be in the power distribution center under the hood, but I never remember seeing one.
