Where is the coil wier on a 97 dodge strates?

There isn't one. It's built into the distributor cap.

how do i dis manel it so that no one can start it/

Easiest way is to remove the automatic shutdown (ASD) relay. That sends voltage to the ignition coil in the distributor, and the injectors.

You can also install a switch in the wire that operates that relay or the starter relay. Disconnecting the camshaft position sensor will stop the Engine Computer from turning on the ASD relay but that will also set a diagnostic fault code in memory and turn on the Check Engine light.

I guess it all depends on what you're trying to accomplish.
