1997 Dodge Neon Car Automatic Currently Stuck Park You Tell Transmission Trying

The car is an automatic and is currently stuck in park. You can tell the transmission is trying to shift to reverse but the shifter will not let it to do so. I have recently tried to turn the wheel slightly and that helped very little but it is still trying to shift its self.

Is the shifter moving from park? If not, check to see if the brake lights are working and let me know what you find.
