Dodge Caravan elevated temperature

1997 dodge caravan temp needle tends to go to the hotter side, doesn't overheat but does go down after turning the heater all the way on. Would it be a thermostat? The coolant level is full, in both the overflow and radiator.

Have you checked the fan operation? Verify that the radiator fan comes on.

The fan did not come on when I turned on defrost and vent. I checked the fuse and it was not blown.

Let the vehicle reach normal operating temperature and as soon as you see it rising check for power to the radiator fan. If you do have power the fan is faulty. Let me know what you find?
