My Diahatsu Grand Move engine is smoking but not overheating

My Diahatsu Grand Move engine is smoking like 5 min after the car is started and also the cooling fan isnt spinning

I am not sure what the problem might be but i was told the cooling fan does not kick in until the tempature is very hot but their smoke ascending from the engine just after the car is started not like it is over heating
