Tried to start the car it was -3, didn't want to turn on?

So temps are 17 degrees now, and when tried to start the car it was -3, didnt want to turn, it cranks hard and wants to start but then putters out and doesn't, Got some heet and put it in, someone said may have ice in the gas, still hasn't turned, gas is getting to the injectors and no visible broken hoses or anything cracked. 97 chrysler town and country is the model and we take fairly good car of it, except for the fact that we replaced the battery about a year ago and now the button lights for ac and etc, flash for a lil while, took it to several mechanics in area and asked our guy for inspections what it could be and didn't know what it was, please help, kinda looking forward to paying it off in april and screwed without it

I have seen the cold weather affect the crankshaft angle sensor with will not allow the computer to give the engine spark not making the engine start. We can test the for spark which will help confirm the problem, please check out this video and I have included the location of the sensor in the diagrams below.
