Car will start but when I step on gas pedal nothing it won't rev up or move when put into gear thinking its the throttle cable

Check the cable. Check to make sure the TPS isn't disconnected. If the check engine light is on, check for codes.

The throttle cable coming from throttle body to black box is melted the outside coating could this cause the cable to stick

They also put new battery in and there is a ground for negative wire on strut tower and it fell off they drove it about 3 miles and no throttle and the cable seems froze won't move

IF the cable won't move, that sounds like the problem.
