obd2 will not connect automaticly

When i connect obd2 scanner to connecter it dosent automaticly come on , i checked the connector and have no power to the one terminal that stays hot. I have checked all the fusses they are all good , have no service engine light on , but runs bad, poor fuel milage, no power and missing too. 1997 K1500 auto reg cab. thanks clint

you'll have to trace teh wire back to find out why it's not sending power. however to read a scaner your key must be in the on position. check your fuelpressure as well, that can cause all the problem syou are having.
