If your fuses and bulbs are ok then it's probably the flasher. Its in the power distribution center, under the radio

If your fuses, bulbs, & flasher unit are all working correctly. You have a ground issue. All that plastic. Those bulbs need a good-clean solid ground. Check the ground wire on the back-frame of truck, also body to engine ground wires under the hood.
