What would cause my car to chug forward when idling?

When my car idles it starts chugging and trying to move forward

If the engine is surging, it would result in the vehicle wanting to move forward by itself. This is usually a fault with the idle control system or the idling speed is too high.

Is the Check Engine Light indicating?
