Front axle not disengaging

I recently replaced front axle actuator as I thought this was the reason my front axle was engaged turning my front drive shaft. This didnt fix anything. I checked voltage at actuator when in 4wd and I am receiving 12 volts. I also checked #24 fuse in panel which is also good. What else can I do? Please help

I HAVE ACCESS TO MITCHELL I, I MAY CAN GET YOU SOME DIAGRAMS

I'M USED TO MANUALLY PUTTING A JEEP INTO 4WD, I AM THE ACTUATOR!

I HAVE NOT REALLY LOOKED AT THE MITCHELL I GOOD YET FOR YOUR RIG--I MAY EVEN NEED MORE SPECIFIC INFO TO FIND THE PROPER INFO FOR YOU....IF WE NEED TO GET THAT FAR

MY QUESTION IS, DO YOU HAVE LOCKING HUBS? AUTOMATIC OR MANUAL?

IF SO, MAYBE ONE IS NOT LOCKING IN, AND JUST FREEWHEELING THE AXLE--MEANING ALL POWER IS TRANSFERRED TO THAT ONE FREEWHEELING AXLE (NEITHER WHEEL WILL PULL, EVEN IF THE DRIVESHAFT IS SENDING POWER TO THE DIFF)

THE ONLY OTHER WAY THAT MIGHT SORTA DESCRIBE THIS IS, ONE WHEEL HAS NO TRACTION THE OTHER DOES, THE ONE WITH NONE JUST SPINS

NOW "BREAK" THE AXLE TO THE SPINNING ONETRUCK WILL STILL ACT THE SAME, 'CEPT NO WHEELS SPIN......UNLESS YOU HAVE A WORKING POSITIVE TRACTION DIFF, THEN WHAT I HAVE SAID IS NULL AND VOID
