How do you get the dust boot off?

The area where the tie rod is, is covered by the dust boot and has a metal strap holding the boot in place which I cant get my hands and tool to cut it off (which the Haynes book says to do). How do you do this? An easyer way? Any help would be helpful. Thanks

I use a good pair of cutters. If not, I use a long screw driver and a hammer to knock it off and replace the clamp with a new one when completed.

He is correct. The clamps are not reusable.
