I have tested the fan, relay and changed the temp sunsor with a used good sensor. If I jump the relay out the fan runs, I have power to the relay coil but it doesn't have a ground through the control module.

The computer needs to see the temp of the motor to turn it on. The coolant sensor provides the info. You need to have that checked.
Does it work with the ac on?
Let a shop use a scanner to verify the pcm is seeing a signal.

The coolant sensor is different than the temp sensor for the dash it is located by the thermostat housing and has 3 or 2 wires on it. It is cheap for the part and you may want to try this first before taking it to a shop for a bid.
