1997 Chevrolet Blazer Volt Gauge Normally Reads 15 Volts Run Lights

the volt gauge normally reads 15 volts. when i run the lights & heater fan, its drops to 9 volts. i hear a whistling noise that appears to be coming from the alternator. it returns to 15 volts when i shut them off. also, the battery seems to be slowly discharging. could this be a problem with the alternator?

yes, the alternator has failed.
