bolt hole worn out

one of my bolt hole to hold waterpump cover for a 97 cadillac is worn out the bolt wont tighten up what do i do

You only have a few options. You can try substituting a standard bolt of close to the same dimension, installing a thread insert or helicoil, drilling/tapping and installing a larger bolt, or replacing the complete water pump housing(crossover).
