Over heating

1997 Cadillac only overheats when going up hill, long hills like over the Rockies, why? It never overheats around town, basically flat surfaces.

Are the cooling fans on when it overheats, or do they come on with A/C request? If the cooling fans are operational, I would recommend a block test for combustion gases in the cooling system.
