1997 Cadillac Deville cooling fan adjustment

Is there a way to adjust the cooling fans from the control panel on a 97 Cadillac deville so that the engine runs at a perfectly cool 196 degrees?

No, not at all. The fans are programmed to run at higher temps for very specific reason and that is written right into the operating system. That cannot be changed and would be against Federal law to tamper with the settings anyway due to emissions reasons.

So there is no way to adjust the fans so the engine runs perfectly cool at 196 so it does not heat up and ruin the engine? Is it not possible to access the engine computer to adjust the fans so that they come on at whatever temperature that you decide to adjust it to?

NO, it is not possible to change the fan controls
NO, it will not damage the engine. I was designed to run at that temp.
NO, 196 is not "perfectly cool". It will not burn the fuel completely at that temp at idle.
