When I stop, I turn the key off. The engine stops, but the switch will not go back all the way, turning the car completely off and letting the key be taken out.

There is an electric solenoid in the steering column to prevent you from locking the steering wheel while driving. The issue could be with the solenoid or the switch in the shifter. It has to be troubleshooted and the column or console may have to be disassembled.
