1997 Buick Skylark Heater/AC control inop

My 1997 Skylark's AC and Heater units work but the vents do not change from top, mid, or bottom when switching from AC, Heat or Defrost. I suspect that it's the AC control unit or vacuum hoses. Do you have a possible solution for my problem? Thanks

I would get one so we can test for vacuum see if things hood vacuum and apply vacuum.I think they rent them at auto zone
