I have no heat either side blower works

I have no heat in my 97 riviera both hoses to the heater core are hot the climate control unit seems to be fine I looked under the dash on drivers side and passenger side I saw 3 motors(actuators) on the drivers side they all work 1 on the passenger side and it works the car does not overheat temp guage works car is completely fine otherwise Im at a loss can you please tell me what can possibly be wrong

one of hte actuators may not be working. if it's vacuum it may be going bu tcould be rounded out where it meets the shaft or the shaft has broken loose from where it moves the plate or actuator. you'll have to check tosee if the actuator actually moves the piece.
