97 park ave inst. Cluster

I have a 97 buick park ave, the temp gauge and fuel gauge needles are stuck behind the peg, the dealer's answer was to replace the cluster, but this has been fixed once before, what is the real problem and how can I fix it?

They did not say if they replaced the cluster but when it was put in the shop the fuel gage was stuck behind and when I got it out it was ok. Last about 3 weeks before it did the same thing. Followed by the temp gage a month or two later

Very common to be the cluster is defective and if it was replaced with a used one, lucky it worked for a few weeks
need to be new and or repaired
