had my car in shop for 7 wks, has a rebuilt engine put in then auto shop claims spark plugs won't ignite.
now the car is just sitting outside the shop and haven't called me to let me know anything.

What was the reasoning for putting the engine in the vehicle in the first place? Basically, I am trying to find out if the car ran prior to their working on it. If it did, but just had an internal engine problem, they are 100% responsible for getting it back to operational condition. Call the regulatory department for automotive repair, typically the department of agriculture, and check out your options at this point. So I may guide you, what state do you live in?
