speedo and rev counter not working

the speedo and rev counter not working on my audi a6 2.8 v6 quattro 30 valve c4 1997/1998 model. we did a sub assembly replacement. all fuses is checked and everything else works.

possible bad cluster?

I doubt it, coz it was working fine 2 weeks ago before we replaced the block and redone the heads. Can u maybe help me with troubleshooting on where to check for what can be the possible cause. I've checked each and every fuse on the car. and everything works fine except the speedo and rev counter. Didn't touch the cluster as yet.
