1996 Toyota Corolla Help Question URGENT!! COROLLA

What are these things that the red arrows are pointing to??? There like little rubber things..
Well my tire was worn and so I went to put my spare on so I could go to the tire place in the morning and get a new one...
Well as my father was taking my tire off he said the axle or something felt wobbly... We opened the hood and the little black rubber thing that covers the pole thing that is connected to the tire was broken... So its like nothing is holding my rod that my tire is connected to in place...(I am not a car person I have no idea what its for or anything :/)

What does this mean? How did this happen? Should I be worried? How much will it cost to fix? PLEASE SOMEONE HELP!!! Im freaking out...

The things the arrows are pointing to are dust covers over the strut plates/bearings. As far as the other problem, I really need to see a pic of what you are looking at. I can't tell based on your description. Can you upload a pic for me to see? That way I can tell if it is something that can put you in danger.
