I have a '96 Corolla. Have just noticed that I have a problem with the fan/blower

1. When the fan/blower level lever is set to the first position or the 2nd position it doesn't turn the blowers on (no air circulation). Once it's at the two higher ones I get lots of air blowing through.

2. When the a/c button is pushed on, the a/c light turns on with the fan/blower lever set to positions 1 and 2 (but still no air blowing). A/c air blows with the 2 high positions of the fan lever.

Any ideas what's wrong?
