Seat belt locked on Outback

I have a 1996 Legacy Outback. My driver's side seat belt is locked will not pull out more than 5 inches. I need to find out how to trigger the manual release, if there is one, or how to fix this problem.

Seat belts are not repairable, if it is faulty it must be renewed, do do not use a second hand belt, as you do not know if it has been over stressed, you safety is far more important than saving a few dollars.
