Where is the cooling system bleed valve?

Radiator top tank leaked, replaced radiator, now the fans run continuously once it reaches operating temp. And bottom radiator hose is cold, but it is not overheating.

If there's an airlock it will cause it to overheat-best check the coolant temperature sensor and fan relay-start here
