Ac compressor replacement

I own a 1996 saturn sw2 wagon. When replacing the a/c compressor should the system be evacuated before installing the new compressor or after installing the new compressor?

If there is any charge in the system you need to evacuate it and after replacing the compressor you to have it vacuumed down to get the moisture out.Also i would replace the drier also its under the drivers head light.Don't forget to balance the oil charge when changing the compressor.Do you know how to do that?If thats not done you could ruin your new compressor.
