The power lock fuse blows when the car is running. If the car is on but not running the locks will work and the fuse will not blow.

I dont see what the car running has anything to do with it. You do know that fuse also feeds power to the cig lighter outlet? Are sure your cig element or something stuck in the cig element outlet isnt blowing the fuse?

Should I unhook the cig lighter and see if that works. I dont understand the car running or not issue either. It will not blow while on, but as soon as it is running it blows.

Try unplugging the cig lighter socket and see what happens.
