inlet manifold blowing out air

hi i have a rover metro fitted with an 1800cc VVC rover coupe engine and after rebuilding the car the engine wont turn over,the inlet manifold isnt sucking in air its blow out!
any ideas what is causing this?

Say valve timing way off and/or valves too tight

thanks docfixit for answer both my questions,il have to take it back to the guy who done the timing belts.and taking the fuse board out of the gti this weekend
