1996 Plymouth Voyager Wipers have one speed

Wipers on 96 Plymouth Voyager only work at high speed and when shut off they stop where they are at and do not return to set position. Is my problem in switch or in the motor. or both. Wipers do not work at low speed or intermittently The washer function works okay.

This will get very complicated to diagnose because the wipers are controlled by the Body Control Module. Your problem could be about anywhere and you will need a factory scan tool capable of accessing BCM data to determine what signals it is sending.
