3000 rpms before it shifts into drive

When I put my van into drive it gets up to 3000 rpms before it shifts into drive. Could this just be low transmission fluid? After putting the van into drive, I push the gas pedal and it revs up to 3000 rpms before it shifts into gear and is able to be go forward.. Could this just be low transmission fluid?

Sure it could. Have you checked the fluid level?
