1996 olds cutlass 3.1 hard start will only run with gas pedal to the floor backfires through the throttle body and has a PO300 code

Use a gage and check fuel pressure. Not only check correct fuel pressure, check that the pressure doesn't drop like a rock, with everything turned off. Check the vacuum line at the pressure regulator, any gas in the line?
