There is a 20 Amp fuse that the headlights and tailights share, check that. There should be a diagram of the fuse box on the backside of the fuse box cover. It also has short desriptions of what the fuse is for. The diagram can be hard to orient to the fuse box sometimes so use the spare fuses and/or the large relays to orient yourself with the diagram.

Electrical problem
1994 Oldsmobile Ciera
there are at least two fuses missing and when I check the fuses with the lightmeter (not sure what its called) It only lights up on a couple of fuses, and then test again and not at all. Windshield wipers fuses etc(wipers work)but wont light up. I know there are at least two fuses missing but Im not sure what fuse to use. Dont have a owners m anual and ive looked all over net. Please help. P.S. Original problem was my wife took car to work and then she went to leave it would not start. Electrical worked but zero turnover, towed it home and two days later it turned right over. Thanks for your time. Anthony

No crank at all/nothing/nada when key is engage to starting position
Could be the starter, starter relay, clutch switch/park and neutral switch/transmission position switch and ignition switch assuming the battery and connections are good. Note:If it doesn't apply disregard.
