1996 Oldsmobile Achieva Brakes Applied Feel One Rear Wheels Gripping Harder

When the brakes are applied, I can feel one of the rear wheels gripping harder than the rest. When I lift my foot off the brake pedal, it either doesn't release and or I'll here a loud bang. My mechanic thought it might be a wheel sensor, but the ABS light isn't on to diagnose it.

Sounds like a mechanical failure in the brakes, has this mechanic investigated the brakes as yet or just given an opinion,
