A mechanic told me that the LH outer cv boot is split open and that the rack boot are torn. He also said these are 'fix at home' jobs, and weren't too complicated. I just dont know what these are?

I don't know why he would say that. The rack boot requires removing the tie rod and immediate wheel alignment and the C/V boot will require replacing the axle with a remanufactured unit. Both of these jobs will require the use of some specialty tools.

Actually they probably make an easyboot for the axle that requires no removal and the tie rod can be marked for setting and no alignment need be done. However someone not familiar with auto work may want to get the job done professionaly or from someone who is familiar with the work.

I wouldn't even consider one of those split boots. That product was one of the stupidest ideas anyone ever came out with. Everyone has realized that now and boots of any kind are pretty rare to find now. Replacing the axle is the only reliable way to go.
