1996 Mitsubishi Galant Squealing There Cold Weather Adjusted Belts

I have a problem with squealing when there is cold weather. I have adjusted belts, replaced belts and put in a new alternator. Any more suggestions?

any pulleys hard to turn??

To my knowledge no. They seem to be turning freely. I did, however, notice slight wear and tear on the belt that goes around the water pump if that gives you anymore insight to the possible problem and/or fix.
