transmission problems It is not up shifting

My Galant is having transmission problems. It is not up shifting. When I'm at a complete stop the rpm is at 1 not 0. Also when I start my car sometimes it doesn't want to go and I have to really step on the gas.

I have change transmission filter and fluid.

if trans fluid was brown or burnt take it to a trans shop.
