My cougar wont rev up past 2000rpms. Lacks power bad. Its 4.6 v8. Ive replaced alot of things no change. What could it be?

Can you tell me what you have changed? Have you checked fuel pump pressure? Have you checked to see if the catalytic converter is plugged? Has the check engine light come on?
