1996 Mercury Cougar ABS System Making Noise Draining Battery Pulled Fuse Under

I have a 1996 Mercury Cougar and my ABS system is making noise and draining my battery. I pulled the fuse under the dash and it is still making noise and draining my battery. I need to know if I can pull the fuse under the hood and still have brakes to drive the car with. I can not get my car to a shop and I can not find replacement parts for this model car right now.

Its fine if you cut power to it, your brake system will still work. I wouldn't recommend it but it should be fine.
