As the wiper moves it extented at the top of the window and at this piont it seems to slow down to an almost stop and then continues, there does not seem to be any problem when it retracts

Check to see if there is excessive play in the wiper arm. If there is, the linkage may need repaired.

There is no play on the arm when pulled, or is there another way to check for this play

When it reaches the top and slows down, check it at that point.

Could one get to it by removing the wiper, and if so does the wiper just pull of or is therte a nut under the big black moulding, in the mean time I will check to see if there is any play there

The linkage is under the cowl at the base of the windshield. As far as removing the wiper arm, some have a nut under the part you described, and others have a latch on the underside of the arm.
